I want to make this work, but Navy.mil doesn't want to format their feeds properly (UTF-8)

I run an online business and from time to time, I get an order from someone with an unusal name. So, I have a bit of an affinity for unusal names that make me laugh and think "I wonder how this person's name has affected them throughout their life.

Well, here's one from the US Navy website. One of the pictures in their RSS feed. Here's the caption and the picture. Notice the LT. Colonel's name.

I guess when someone who works for her says, "I got Screwed!" they really mean it.
